OptixNOTES coverage shift

Starting 4/1 OptixNOTES will no longer cover Gulfstream Park and Tampa Bay Downs for 2018. We will be picking up Keeneland on 4/6 and Woodbine on 4/21. As always we will continue to cover NY (AQU/BEL/SAR) and So. Cal (SA/LRC/DMR).
